And justice for some ...

Here's a Zen koan: When the Supreme Court screws you over, where do you turn for justice?

Presumably the answer is nowhere, since they're the highest authority in the land. Which makes it such an unbeatable location for graft. So says the Corruption Eradication Commission, or KPK, whose new survey just singled out the Indonesian Supreme Court as the most corruption-ridden institution in the land. In fact, 65% of respondents said they had to fork over bribes when dealing with the nation's highest court.

What balls! More ballsy, even, than the U.S. Court handing over the presidency in Bush v. Gore ... but I digress.

Other fascinating tidbits from the survey: Bandung is the most graft-mired city in the country, and the national police only came in eighth in corruption. Indonesian cops have to take it up a notch, and start taking big bribes and knocking some heads. Haven't they seen all those movies, that feature plotlines about corrupt cops? Hollywood needs you!

Corruption... its such an interesting word. A couple of weeks ago, there was a survey in which respondents said that 1/2 encounters with the Police involved a bribe. This is bullshit. 2/2 encounters with the Police involves a bribe.

The problem lies in what people call a 'bribe'. There's a big difference between paying someone to do something (a facilitation payment), and paying someone to exercise their discretion in your favour (a corrupt payment).

Even in the 'corrupt payment' category, there are levels. The 20 thou you pay the Police officer when he orders you to pull over because you didn't see the non-existent sign saying no right turn is not a bribe. It is a fine imposed by the police. The fact that the Police do not have the right to fine does not make it a bribe.

It's all a matter of perspective I think. Incidentally, I would propose that the US governmental system, with all its lobbying, is arguably one of the most corrupt institutions in the Western world. Comment? ;-)

PS still love your blog!

Just look at who has Barack Obama's old Senate seat, and how he got it, and you see how corruption is an eternal, cross-border thing. It's all about who you know, wherever you are on the planet ...
